Abu Dhabi rent freeze 2026: what the 0% increase cap means for tenants and landlords

In June 2026 Abu Dhabi cut the annual rent increase cap to zero. Here is how it works for renewals, new leases and investors.

Quick answer

Since 2 June 2026, Abu Dhabi has set the annual rent increase cap at 0% (down from 5%) for residential, commercial and industrial properties, until further notice. Renewals and new leases on a previously rented unit must not exceed the rent in the unit's last registered Tawtheeq contract. The Abu Dhabi Real Estate Centre (ADREC) oversees the rule.

Rising rents pushed Abu Dhabi to act quickly. The freeze is described as temporary, but it applies now to every renewal and to every new lease of a unit that has been rented before.

What changed

The cap on yearly rent increases was cut from 5% to 0% across the emirate. ADREC said the move followed strong demand and a sharp rise in new lease prices over the previous year.

  • Applies to residential, commercial and industrial property
  • Effective from the circular in early June 2026, until further notice
  • Not retroactive — contracts renewed and registered before the announcement stand

For tenants

  • At renewal, your rent should stay at the value in your last registered Tawtheeq contract
  • Moving into a previously rented unit? Ask for the last registered Tawtheeq value — the new rent should not exceed it
  • If a landlord raises the rent, contact ADREC through its official channels

For landlords and investors

Rental income on existing units is frozen at current registered levels for now. Investors comparing Abu Dhabi and Dubai should factor this into yield projections, and keep Tawtheeq registrations up to date to avoid disputes.

The freeze does not change residence visa rules. Property investor and Golden Visa eligibility in Abu Dhabi is still assessed on property value, not rent.
