Dubai First-Time Home Buyer Programme: who qualifies and what you get
2 min read 9

A Dubai Land Department programme that gives first-time buyers early access, better prices and mortgage offers. Here is how to qualify.
Quick answer
The Dubai Land Department's First-Time Home Buyer Programme is open to UAE residents of any nationality aged 18 or over who do not already own freehold residential property in Dubai, for homes valued under 5 million. Approved applicants get a QR code that unlocks priority access to launches, preferential prices and payment plans from participating developers, and better mortgage terms from participating banks.
The programme exists to help residents move from renting to owning. It does not replace the normal purchase process — it adds benefits on top of it.
Who qualifies
- UAE resident, any nationality, aged 18+
- No freehold residential property in Dubai in your name (property in other emirates does not count against you)
- Target property valued below 5 million
What you get
- Early access to new launches and existing stock from participating developers
- Preferential prices and flexible payment plans on selected off-plan units
- Better mortgage rates and fees from participating banks — a mortgage is optional
- Interest-free instalments on DLD registration fees through eligible credit cards
How to apply
- Register through the Dubai Land Department website or the Dubai REST app
- If eligible, you receive a programme QR code by email
- Show the QR code to a participating developer and bank
Good to know
Standard registration fees still apply. The QR code stays valid until you buy and register a property, and benefits apply with one participating developer and one participating bank.
Buying at 2 million or more in your own name can also open the 10-year Golden Visa — worth planning together.
