Do Golden Visa holders need a work permit in the UAE?

The Golden Visa answers where you can live. A work permit answers who you work for. They are two separate approvals from two different authorities.
Quick answer
Yes, if you take a job. The Golden Visa gives you residence, not the right to work for a particular employer. A mainland employer applies to MOHRE for a work permit designed for Golden Visa holders; free zone employers use their free zone authority. Your residence stays the same when you change jobs.

Residence and employment are separate
Residence is handled by ICP, or by GDRFA in Dubai. Private-sector employment on the mainland is handled by the Ministry of Human Resources and Emiratisation (MOHRE), which only cares that a named person does a named job for a named company under a registered contract.
The Golden Visa work permit
MOHRE has a permit type for people who already hold Golden residence. The employer applies for it when:
- You join a company after receiving the visa
- Your current employer renews your contract
- You move from one employer to another
The permit can cover full-time, part-time, temporary and flexible work arrangements.
Free zones and self-employment
Free zone companies issue permits through their own authority. If you run your own business, your trade licence and establishment card cover you; freelancers need a freelance permit or licence.
What stays the same
Changing jobs changes the work permit, not the visa. You do not need a new Golden Visa when you move employers.
