The attestation chain
For a foreign-issued document the sequence is: notarisation in the issuing country, attestation by that country's foreign ministry, legalisation at the UAE embassy there, and finally MOFAIC attestation inside the UAE. Documents issued in the UAE only need the UAE-side steps.
